What is the Publication Scheme?
The publication scheme is a guide to the information routinely published by Wrexham County Borough Council. It is not a list of actual documents since these will change over time but rather sets out a description of the classes or types of information we publish. The classes of information are described in Part 2 of the scheme. We have published the scheme because it is a requirement under section 19 of the Freedom of Information Act 2000. The scheme sets out:
- the information we publish or intend to publish as a matter of course
- how this information will be published
- what charges, if any, will be made for the information.
Individuals already have the right of access to information about themselves under the Data Protection Act 1998. From January 2005, the Freedom of Information Act will extend this right to allow public access to all types of information held by public authorities. The purpose of the Scheme is to ensure that a significant amount of information is easily available without the need for individuals to make a specific request, and, to encourage a culture of openness within the local authority.

How is the Scheme structured?
The scheme refers to classes or types of information that we publish. The classes of information described in Part 2 are based on general classifications and should require no knowledge of the structure of the authority to navigate around the scheme. Part 2 is split into 2 sections. Section A comprises classes providing general information about the Council and Section B sets out classes covering information relating to individual services. In preparing the scheme, we have had regard to the public interest and taken account of popular requests for information and frequently asked questions.

How is the information provided?
Much of the material listed in this scheme may be found and downloaded from our website ( www.wrexham.gov.uk ) or in printed material freely available from the Council. It is our intention that as much material as possible will be made available on the web site.
Alternatively, a hard copy form of information may be available for inspection at our offices and/or libraries, or on request by phone or e mail as indicated within the descriptions of the different classes of information in Part 2.
Most of the information covered by the scheme is available bilingually in English and Welsh. A phased programme of translation will take place to ensure that information covered by the scheme is provided in accordance with our Welsh Language Scheme. Some information in the scheme may be available in a variety of formats, eg Braille, upon request.

Is there a charge for providing the information?
The information covered by the Scheme is free unless otherwise stated. Information can be viewed free of charge but a charge may be made for any photocopies sought.

Our Responsibilities
Wrexham County Borough Council came into existence in 1996 following
the reorganisation of local government in Wales. We are responsible for
the delivery of all local government services within the county borough.

About the Publication Scheme
Wrexham County Borough Council produces a huge amount of information in the course of its day to day business. A great deal of the information we hold is personal and private to individuals and as such is specifically excluded from this publication scheme. The scheme does not include commercially sensitive information. Some information within certain classes may be exempt (i.e. information that falls within the definition of the Freedom of Information Act 2000 or other relevant legislation as being exempt information). Where some information within a class is exempt, the non-exempt information within that class will still be made available.
Responsibility for the Scheme resides with the Chief Leisure, Libraries & Culture Officer and day to day management with the Archivist/Records Manager. We hope the scheme helps you to access information easily. We welcome suggestions both about the scheme and how the information or publications it covers might be improved.
