Do I need a licence to collect money in the street
or house to house?
Yes. A collection which is conducted on the street, or a collection which
is conducted in public houses or door to door requires a permit from the
Authority. It will be necessary for you to give 28 days notice of your
intention to carry out the collection. Application forms and guidance
notes can be downloaded or are available from the above address.

How do I become a Private Hire Operator?

A Private Hire Operators Licence is required in order to accept bookings
for Private Hire Vehicles. You may need to obtain Planning Permission
from the Council's Planning Department in order to use the building.

A Certificate of Public Liability Insurance is required where the
public have access to the premises i.e. waiting room etc. However,
where there is no public access or waiting facilities provided or
if you wish to operate your own vehicle from home, this insurance
is not necessary.
A check as to whether you have any prior convictions has to be undertaken.
You will be required to complete a Disclosure Application Form which
will be submitted to the Criminal Records Bureau.
You will be required to bring supporting documentation as follows:

your DVLA Driving Licence showing your current address

your passport and/or birth certificate
-
2 colour passport sized photographs
-
The fee is dependent on the number of vehicles you intend to operate.

What if I have convictions?
The disclosure of a criminal record or other information will not prevent
you from gaining a licence unless the Council consider that it renders
you not a fit and proper person. If convictions are not "spent"
you will be referred to the Environmental Licensing Committee, made up
of some 14 elected members, for their consideration.

How do I get a Hackney Carriage/Private
Hire Vehicle Licence?
Application forms are available from the Abbey Road Depot, Wrexham. There is a 10 year age limit on Hackney Carriage Vehicles. There is no age limit on Private Hire vehicles but they must comply with the Council's vehicle conditions. Tests are undertaken at Abbey Road Depot, ring 01978 729600 for an appointment. Once plated, vehicles have to pass two tests a year,
the first test for annual plates and second test for a 6 month compliance
check.

What is the difference between a Hackney
Carriage and a Private Hire Vehicle?
Under the Local Government (Miscellaneous Provisions) Act 1976 and the
Town Police Clauses Act 1847, the Licensing Section undertakes the licensing
of Hackney Carriages and Hackney Carriage Drivers and Private Hire Vehicles,
Drivers and Operators.
In this Borough, there are two types of vehicle licensed - Hackney Carriages
and Private Hire Vehicles. They are easily distinguished from each other
by the fact that Hackney Carriages are all generally purpose built 'London
style' Cabs (you may know them as 'black cabs' even though there are different
colours!).
Private Hire Vehicles are usually 'saloon type' vehicles but include
minibuses with up to and including 8 passenger seats.
Hackney Carriage Vehicles display a maroon plate on the rear of the vehicle
with their registration number, expiry date of the plate and have an illuminated
sign "Taxi" on the roof.
Private Hire Vehicles display a white plate on the front and rear of
the vehicle again with the registration number and expiry date and have
door signs with the Private Hire Vehicle number displayed.
Hackney Carriage/Private Hire Drivers are all issued with an identification
badge with a photograph on. It is advisable to check that a driver has
such a badge before getting into the vehicle.
The basic difference between the two types of vehicle is that Hackney
Carriages can be 'flagged down' off the street or on a rank and Private
Hire Vehicles must be pre-booked through an Operator. If a Private Hire
Driver accepts a fare off the street without it being pre-booked, he is
liable for prosecution. It is also important to note that anyone taking
a journey in a Private Hire Vehicle which has been 'flagged down' may
not be insured for the journey, that means if you are injured as a result
of an accident in that vehicle you may not be able to claim any compensation.
Both types of vehicle can only be driven by a licensed Hackney
Carriage/Private Hire Driver.

Door Person Information: Things are Changing!
The Security Industry Authority (SIA) was launched on 2 April 2003 to
implement the Private Security Industry Act 2001. Security Door Persons
will have to be approved and licensed by the SIA. The licence will be
granted subject to a police check and the completion of training specified
by the SIA. The licence can be used anywhere in England and Wales. The
programme of licensing is going to be phased across the country starting
in Hampshire. In the meantime you will continue to be licensed by Wrexham
Council.
You can register with the SIA now and they will keep you updated. You
can give your details to the SIA on 08702 430 100.

Do I need to be registered to sell lottery tickets?
If tickets are being sold to the general public then you must apply to
the Authority for registration. Application form and guidance notes can
be downloaded or are available from the following address.
Once your application has been approved and the fee paid your registration
certificate will be forwarded to you.
Within 3 months of the day of the said lottery a returns form must be
submitted. This can be downloaded or is available from the following address.
