Placing Skips on the Public Highway

Procedure for Companies wishing to place Skips on the Public Highway.

In accordance with Section 139 of the Highways Act 1980 any company wanting to place a skip on a public highway, footway, car park or other highway owned land must first register their intent with Wrexham County Borough Council as the Highway Authority. To do this they must request a licence registration form available below or from Highways Maintenance, W.C.B.C., Ruthin Road, Wrexham, LL13 7TH. The completed application would only be approved when accompanied by a valid proof of Public Liability Insurance of at least £5 million.

Once granted a licence, the Skip Company may then make individual applications to place skips on the highway, which may be by telephone. A Highways Maintenance official will then inspect the site and a decision would be made as to whether a permit can be granted and what additional safety requirements are needed (i.e. lights, cones, signs etc.). Each of the permits granted would be subject to a charge of £15. The maximum time any single permit can be granted for is 1 month, at which point the company would need to re-apply and a further £15 charge would be levied.

In accordance with Section 139 of the Highways Act 1980, Wrexham County Borough Council reserves the right to refuse permission or request the removal of any skip considered to be a danger.
