The Council recognises that as well as causing financial loss, fraud is also detrimental to the provision of services, and damaging to the reputation of, and confidence in, the Council and public bodies in general.
The Council's status as the largest organisation in the County Borough, with over 6,000 employees and a budgeted annual net expenditure of over £160m, and its financial relationship with every household and business means that there is significant potential for fraud and corruption. This is made more acute by the additional complexities resulting from the encouragement to be increasingly innovative in service procurement methods and from the application of new technologies.
An effective Anti-Fraud and Corruption Strategy is key to the Council directing and controlling its business with openness, integrity and accountability. The Council is therefore committed to a Strategy which is designed to:-
- encourage prevention,
- act as a deterrent
- promote detection,
- identify a clear pathway for investigation and remedial action.
